Synopsis
UPI payments up to ₹2,000 remain protected from direct or indirect charges under the latest government notification. Here's what the rule means for higher-value payments, MDR and consumers.

The government has notified amendments to the Payments and Settlement Systems Act, 2007, specifying that UPI transactions up to Rs 2,000 and RuPay debit card payments cannot attract charges from banks or payment system providers.
The notification has also opened the way for possible charges on higher value UPI transactions, although the government has not announced a consumer fee that automatically applies when a UPI payment crosses Rs 2,000.
The Finance Ministry notification specifies UPI transactions up to Rs 2,000 and RuPay powered debit card payments as electronic payment modes on which banks and system providers cannot impose direct or indirect charges.
This means payments of Rs 500, Rs 1,500 or Rs 2,000 through UPI remain free under the specified framework.
Not automatically. The notification does not state that consumers will immediately have to pay a fee for making a UPI payment above Rs 2,000.
Instead, the change creates a framework that could allow charges on certain higher value transactions. The focus is mainly on Merchant Discount Rate, or MDR, which is paid by merchants or businesses for processing digital payments.
It is also not yet clear whether person to person UPI transactions above Rs 2,000 will attract charges.
MDR is a fee paid by a merchant to a bank or payment system provider for processing a digital payment.
The government has previously indicated that any future MDR could apply to selected merchant transactions above a specified threshold. NPCI is expected to determine the applicable charges for UPI transactions above Rs 2,000.
This does not necessarily mean that a customer making a Rs 5,000 UPI payment will see an additional amount deducted from their bank account.
UPI has become a major part of India's digital payments system. Annual UPI transactions increased from 1.78 crore in FY17 to more than 24,162 crore in FY26.
The total transaction value also increased from Rs 0.07 lakh crore in FY17 to Rs 314 lakh crore in FY26.
The latest notification therefore sets an important framework for how the UPI ecosystem could recover payment processing costs while keeping smaller transactions protected from charges.

Not automatically. The new notification protects covered UPI transactions up to ₹2,000 from charges. It does not impose an automatic consumer fee on every UPI payment above ₹2,000.

Is ₹2,000 the maximum amount for free UPI payments
No. ₹2,000 is the threshold protected from charges under the new framework. It is not a general UPI transaction limit.
What happens if I send ₹2,001 through UPI
You are not automatically charged a UPI fee simply because the transaction amount is ₹2,001.
Will UPI charges apply to shops and merchants
Potentially. Future MDR could apply to selected higher value merchant transactions, depending on the final rules.
