US 100% Tariff on India Over Russian Oil: What the Bill Says

The US House of Representatives has advanced a Russia sanctions bill that could give President Donald Trump the power to impose tariffs of up to 100% on countries such as India and China that buy Russian oil and gas.

The bill is not yet law. This means no new 100% US tariff has been imposed on Indian goods so far. The measure cleared a 214 to 211 procedural vote and now faces a final House vote.

What is the Russia sanctions bill

The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 aims to increase sanctions on Russia's leadership, energy and defence sectors. It also targets vessels linked to Russia's so called shadow fleet.

The US Senate passed the bill on August 7 with an 86 to 11 vote. The House must now approve it before it can reach the White House.

Why India faces a tariff threat

India and China are among the countries identified as potential targets because of their purchases of Russian energy. If the bill becomes law, the US president could impose tariffs of up to 100% on major buyers of Russian oil and gas.

However, any tariff would depend on the bill becoming law and a decision by President Trump.

What happens next

The US House is expected to hold the final vote soon. If approved, the bill could move to Trump for his decision.

For India, the bill adds uncertainty to US India trade relations and its Russian crude oil purchases. For now, India does not face a new 100% US tariff because of this House vote.
